We've got to the bottom of your question at last. Sorry for taking so long.
I'm glad to say that there is no difference in the way that 2.05 and R3 batch files work, although I can understand why it looked like that from your samples. The difference between the R3 and 2.05 files is that in the R3 file, there is only a single Provider Relationship node without any End Reason Code. But in the 2.05 batch file, there are two ProviderRelationship nodes - one that creates, and one that updates the end date. You don't actually need to have two nodes. The 2.05 file can have a single ProviderRelationship node, and the end date can be added when creating the object.
Generally the way the PRS works is the the ERC is ignored if an object must be created. The exception is ProviderRelationships. PRS2.05 and 3.02 have the same behaviour.
So the reason you see a difference in the R2.05 and R3 results is that the transactions (based on the snippets you sent me), are not quite the same.
