Are CPN and IPC distributed after a merge?
Say Prov B is being merged to Prov A. Since Prov B’s IPC and CPN are being ceased indicating an update transaction for Prov B which will not trigger a distribution. However, since the IPC and CPN of Prov B have been ceased there will be no distribution for Prov B as inactive providers do not get distributed.
Unfortunately, since the addition of Prov B’s ceased IPC and CPN to Prov A are directly inserted into the database, this does not trigger a distribution.
This true in the case of a scenario 1 and 2 merge.
However, in the case of a scenario 3 (true) merge, if there is other data from Prov B that is being added to Prov A then there will be a distribution triggered for Prov A. The cease IPC and CPN will be present in the message if ENTIRE PRIOR was requested.
