PRS

All DRs are created in QUEUED state by the DISTRIBUTION process.

The TRANSMISSION process then moves them to DISTRIBUTE (transmitted), FAILED (transmission failed), EXPANDED (expansion has taken place, a transmission has failed but we haven't given up trying yet).

Or it leaves them where they are, if their distribute after date is in the future.
