Why does ProviderBase need to receive the Confidentiality Indicator?
When the buildProviderDetailsResponse method in ProviderBase, builds the response RDS, the Confidentiality Indicator count is used to determine whether the confidentiality indicator flag is set and thus whether to include the all data objects or only those that should be included for when the information is to be kept confidential.
