Distribution
Distribute History and Distribute Changes is included in the Distribution privilege.
VC VH for the web, reports and xml.
But for the web you will still need Read perms.
Distribution collects data to put in the batch file.
Transmission decides it's time to cut the file and puts the changes in the batch file.
Paolo is looking at the DB changes.

Watch GRS_BATCH_FILE_RECORD – one entry per file in r205. Starts out with 1 entry per file, but if file has 15000 entries, then that table will get 15000 entries of a different type. Status will change from NEW to PROCESSED.

Must test distribution for each end reason code: Change, Correct, Cease and create of objects.
